Japan: Advisory Panels Call For Immediate Legislation To Prepare For Devastating Tokyo Earthquake
By YOSUKE AKAI – “Saying Japan’s very survival is at stake, two advisory panels urged the government to take immediate action–including finding an alternative capital–to prepare for an earthquake that could devastate the Tokyo area.
The working groups are discussing measures to deal with massive quakes that could be triggered by movement along the Nankai Trough as well as one directly under the capital.
In an unusual move, the groups called on the government to pass legislation for the quake-preparedness measures even before estimating the number of fatalities and damage from such temblors.
‘There is a need for the entire society to deal with the two quakes that are expected to cause extensive damage,’ according to interim reports released on July 19 by the two working groups, respectively.
Passage of special measures laws would allow a wide area covered by the studies to take effective measures to deal with the possibility of the huge earthquakes.
The Nankai Trough extends from Suruga Bay near Shizuoka Prefecture to off the coast of Kyushu in southern Japan.
Special measures laws were passed in 1978 to deal with a possible Tokai quake and in 2002 to prepare for Tonankai and Nankai quakes. But there is no law for a unified response to a Nankai Trough quake with an expected magnitude over 9.0.
One estimate for possible damage from a Nankai Trough quake was 400,000 fatalities.
The two working groups have yet to come up with their own damage estimates. But their recommendation for swift passage of legislation underscores their sense of urgency from not being able to pinpoint when such a destructive quake might hit.” Read more.
Flashback: Japan: Quake Researchers Warn of Tokyo’s ‘Big One’, ‘We Must Prepare for the Earthquake That Will Happen’ – “A year on from one of the biggest earthquakes in recorded history, Japanese scientists are warning anew that Tokyo could soon be hit by a quake that will kill thousands and cause untold damage. Greater Tokyo, home to 35 million tightly packed people, has seen a three-fold increase in tectonic activity since the magnitude 9.0 undersea quake that unleashed a killer tsunami last March. Every day, an average of nearly 1.5 quakes are recorded in and around the city, one of the most populated places on earth.” Read more.
The Worst Drought In The Continental US Since The 1950’s And How It Will Affect You
CNN – “With more than half the country in some state of drought, farmers are feeling the impact on their livelihood and consumers could expect to feel a hit in their wallet when they go to the supermarket soon, experts say.
The U.S. is facing the largest drought since the 1950s, the National Climatic Data Center reported Monday, saying that about 55% of the country was in at least moderate short-term drought in June for the first time since December 1956, when 58% of the country was in a moderate to extreme drought.
The hot, dry weather in June, which ranked as the third-driest month nationally in at least 118 years, according to the center, made the problem worse.
That has left farmers on the edge of their seat worrying about how much damage their harvests will sustain and how much of their livelihood they may stand to lose this year.
Throughout the Midwest, farmers are seeing signs of damaged crops. In the 18 states that produce most of our corn, only 31% of the crops were rated good or excellent this week, that’s down from 40% last week, according to the U.S. Department of Agriculture. This same time last year, 66% of corn crops were rated good or excellent. Soybean crops, which can be used in creating diesel fuel, are seeing similar troubles; 34% of the U.S. crop was rated good or excellent, down from 40% last week. This time last year, 64% were in that condition.
Derek Mullin, a farmer from Mount Pleasant, Iowa, told CNN’s Chris Welch that in a good year he can get 200 bushels of corn per acre, but this year he expects that number reduced by 25%.
That lost money will hurt him and his family and he said there is nothing he can do about it.” Read more.
US: Feds Declare Drought Emergency Across 1,000 Counties, Worst Crop Conditions In 24 Years
By Patti Domm, CNBC – “The U.S. government declared more than 1,000 counties in 26 states drought disasters, as the economic impact of the worst crop conditions in 24 years begins to be felt.
The U.S. Department of Agriculture announced Wednesday that farmers in those states can qualify for low-interest emergency loans as of Thursday. The USDA said it streamlined its disaster designation process, and the counties are designated as being in severe drought because of eight-consecutive weeks of drought during the growing season.
Earlier, the USDA released its crop report, showing sharply reduced expectations for this year’s harvest and a 12 percent decline in the expected corn crop yield.
The USDA had projected this year’s crop would be a bumper harvest, yielding 166 bushels per acre. It pared that expectation back to 146 bushels, the lowest in nine years. It now expects a total crop of 12.97 billion bushels, the third-largest on record but down from what would have been an all-time high of 14.8 billion bushels.
Grain prices jumped on the initial 8:30 a.m. EDT crop report, but sold off as rumors swirled ahead of the USDA announcement on drought disaster. Traders said there was a rumor the USDA had an announcement coming that would be a negative for grain prices. Futures prices stayed close to their lows after the announcement.” Read more.
California: Starving Pelicans Turn Up On Bay Area Beaches
“MOSS LANDING (CBS SF) — Wildlife rescuers say large numbers of starving young pelicans are turning up on local beaches right now.
The pelicans appear thin and weak, and are walking up to people, said Rebecca Dmytryk, a spokeswoman for WildRescue, a Moss Landing-based nonprofit.
Dmytryk said the starving young birds, which can be distinguished from adults by their brown heads, are distressing to see but probably part of a normal natural die-off, or ‘survival of the fittest.’
While it’s distressing to see, not all the young birds can or should be saved, she noted.
‘Should we intervene? It’s a tough call!’ Dmytryk said in a written statement. ‘It’s certainly upsetting to see a starving baby pelican on the beach, but are we doing the species a disservice if we take in all the weak ones?’
Resources for bird rescues are limited, and the nearest center, in Cordelia, is already overrun with young pelicans who cost a great deal to feed, Dmytryk said.” Read more.
New York: Dolphin Near Chelsea Piers Starved To Death – “Last month, a lone dolphin was spotted swimming near Chelsea Piers in lower Manhattan; at the time, director of the Riverhead Foundation’s rescue program Kimberly Durham noted that seeing a dolphin close to shore ‘can be an indication that something is not right.’ The dolphin sadly later turned up dead, and now we know why: marine researchers told DNAInfo the dolphin starved to death. ‘We basically found an emaciated dolphin with no signs of food—so the animal had not been eating,’ said Kim Durham, a biologist with the Riverhead Foundation for Marine Research and Preservation. ‘Just an extremely emaciated animal, with not enough food to survive—if it had been eating at all.'” Read more.
Texas: Dozens of Dead Birds Found In Rockport Rookery, Starvation Suspected – “Last Friday a Rockport woman became alarmed when she noticed at least 2 dozen dead birds in a spot next to her workplace on the Highway 35 business route. She contacted Tony Amos with the Animal Rehabilitation Keep to check it out. Of course it’s part of the natural cycle of life you will find the occasional dead egret in a rookery like this but to find over 20 in the same area was a bit concerning… the birds are probably malnourished and he speculates that there could be several reasons for this. The hot and dry summer has taken its toll on the birds feeding area, and has probably dried up the bird’s reserve of fresh water.” Read more.
Thousands Of Fish Found Dead In Illinois, Missouri, Georgia, South Carolina – High Temperatures Blamed
Residents Concerned Over Thousands of Dead Fish in Havana, Illinois – “Dead fish carcasses, maggots by the thousands invading their eyes, and a smell that would raise anyone’s nostril hairs… It’s what the shore of Quiver Creek attached to Chautauqua Lake in Havana looks like. ‘We’ve never had fish, dead fish float up on our banks, like we see here. I buried probably at least a couple ton of them the other day,’ said concerned resident Rick Hartmeyer. According to the IDNR, summer fish kills are a result of natural conditions like hot weather and low water levels but Hartmeyer says this was intentionally done by the U.S. Fish and Wildlife Service. And that’s something officials say is not true.” Read more.
Thousands of Dead Fish Found in Dexter, Missouri- “DEXTER, MO (KFVS) – Thousands of dead fish turned up over the past couple of days at Dexter City Lake. It’s an important image for residents like Dean Smith. ‘My son fished over there when he was small,’ said Smith. He knows the importance of the community pond because he has lived in Dexter, Missouri his whole life. ‘There’s people that come there everyday and fish,’ said Smith. But right now, signs say no fishing. That’s because thousands of fish are dead and officials blame our triple digit weather. ‘Well the high temperatures, which is unusual with this many days over 100 or near 100, is heating the water temperature up which has an effect on the oxygen level in the pond,’ said Lawson Metcalf with Dexter Parks and Recreation.” Read more.
Thousands of Dead Fish Wash Ashore in Butts County, Georgia – “Thousands of dead fish have washed up on the shores of a lake in Butts County. Georgia Department of Natural Resources officials estimate around 2,300 carp, bass and catfish have died in South River in Butts County. Sean Ledford, who owns a house in a cove of Lake Jackson, says the smell of the fish is so bad that he can’t even use his dock. ‘We’re out here trying to celebrate and you just got rotten smell being blown in your face,’ Ledford said. DNR officials say low water levels and high temperatures caused the fish to suffocate.” Read more.
Hundreds of Fish Killed in Upstate Lake in South Carolina – “Hundreds of fish are floating dead in an Upstate lake, but the cause was not a mysterious chemical or some other pollutant. The Department of Health and Environmental Control says low water levels combined with heat has led to a lack of oxygen in the cove on Lake Hartwell near the Fair Play area. About 500 fish have died. Brandi Pierce and her family live just yards from the waterway. ‘It started Sunday afternoon,’ Pierce said. ‘We started seeing ten fish popping up out of the water. Then Monday, it was full.’ DHEC spokesman Adam Myrick said fish kills are very common when temperatures are extremely high.” Read more.
Weekend Storms Cause ‘Catastrophic’ Damage To Power Grid, Gingrich: Just A Taste Of What An EMP Would Do
Or, I might add, a taste of what a large solar flare could do …
By Ian Simpson – “WASHINGTON (Reuters) – Relentless heat was forecast for much of the eastern United States for a fourth straight day on Monday, with about 2.2 million customers without power after violent storms and soaring temperatures killed at least 15 people.
Power companies warned it could take several days to restore electricity completely in some areas as much of the United States sweltered in a record-breaking heat wave.
‘Hot and hotter will continue to be the story from the plains to the Atlantic Coast for the next few days,’ the National Weather Service said.
Emergencies were declared in Maryland, Ohio, Virginia, West Virginia and Washington because of damage from a rare ‘super derecho’ storm packing hurricane-force winds across a 700-mile (1,100 kilometre) stretch from the Midwest to the Atlantic Ocean.
About 2.2 million homes and businesses from Illinois to New Jersey were still without power Monday morning, with the biggest concentration of outages in the Washington area…
Utilities in Ohio, Virginia and Maryland described damage to their power grids as catastrophic.” Read more.

Iran has even practiced launching a missile from a ship in the Caspian Sea, and detonated Shahab-III MRBMs at high-altitude. These are real threats, from entities who know exactly what our country’s vulnerabilities are. Indeed, the members of our House of Representatives know exactly how destructive an EMP attack on our country would be, as evidenced by the unanimous passage of the Grid Reliability and Infrastructure Defense (GRID) Act in 2010…” Read more.
Texas: Worst Hailstorm In Ten Years Leaves Brutal Aftermath In Dallas
UPI – “Dallas residents set to work Thursday cleaning up and repairing damage from a sudden hailstorm forecasters called one of the city’s worst in 10 years.
Tennis ball-sized hailstones began to shower down with alarming speed around 6 p.m. Wednesday, smashing windows and skylights, tearing apart trees and denting cars — although no injuries were reported — The Dallas Morning News reported Thursday.
‘This will definitely be up there in the rankings of Dallas’ worst hailstorms in the last 10 years,’ said Nick Hampshire of the National Weather Service.” Read more.
Mexico: Blasts Continue To Menace Residents Around Popocatepetl Volcano, Ash Thrown 2.5 Miles Into Air
“Fresh blasts from Mexico’s Popocatepetl volcano spewed fiery rock and caustic ash over residents around the Mexico City suburb of Puebla, already on edge after weeks of ongoing eruption.
Ash soared 2.5 miles into the sky during early Saturday’s explosion, forcing a local airport to close.
Residents of the nearby village of Santiago Xalitzintla rushed into the town square during the middle of the night as terrifying rumblings and blasts caused buildings to shudder.
Last week residents in eastern parts of Mexico City were provided with face masks to protect them against ash raining over the region from Popocatepetl’s blasts.
Prevailing winds have so far spared the capital district from significant ash falls.
Popocatepetl has become increasingly active during 2012.
A major eruption in 2000 forced 50,000 people to evacuate in three states that surround the towering mountain.” Source – Earthweek.com.
Respiratory Diseases and Infections due to Mexican Volcano’s Activity – “Acute respiratory infections increased by three percent among the inhabitants of the southeastern area of the State of Mexico, who are exposed to ash thrown by the Popocatepetl volcano, said the Ministry of Health. The head of the Department of Epidemiological Surveillance of the Mexico State Health Institute, Hector Resendiz, said the increase in these diseases has occurred in children under eight years old and adults over 60. According to the state agency, residents of Amecameca, Ozumba, Tepetlixpa, Ecatzingo and Atlautla are those who mostly received medical attention after April 21 when volcanic dust began to fall in those municipalities that are closest to Popocatépetl on the Mexico State’s side.” Read more.
China: Roads Blocked, Houses Collapse, Farmland Destroyed As Violent Hailstorm Kills 40 In Northwest China
ANN – “A brief but violent hailstorm in China’s north-west has killed 40 people.
The local government says in just one hour, the torrential downpour killed residents and left dozens more injured or missing.
Tens of thousands of people have been forced to flee from their homes after rain and hail battered Min county on Thursday.
Authorities have dispatched large numbers of tents and beds to the stricken area, but they have conceded many people still need relief supplies.
Xinhua news agency reported the storm ‘wreaked havoc’ on all of the county’s 18 townships and affected more than two-thirds of its 450,000 residents
“Roads were blocked, houses collapsed, farmland was destroyed, and the power supply and telecommunications services were disrupted by the extreme weather,” the agency said, quoting Xu Guangyao, a senior county official.
Bridge collapse
A bridge in Hunan province has also collapsed after days of torrential rain across the country.
It is not known how many people were on the bridge when it buckled and fell into the river.
Fire department official Su Tao told Xinhua that witnesses say they saw people falling into the water when the bridge collapsed.
He says firefighters have not rescued anyone yet but some people have managed to climb ashore.
Hailstorms in the central province of Hunan have killed six people and left one missing, according to statistics released by the Ministry of Civil Affairs.
Since May 8, hailstorms have struck across the province, affecting 3.42 million people, the ministry said.
About 64,000 people have been relocated to safer areas and 7,600 houses have collapsed.” Source – Australia Network News.
‘The Gate to Hell’: Authorities Monitor ‘An Unusual Noise’ At Nicaragua’s Masaya Volcano
“The Masaya Volcano has another case of indigestion. On Saturday, authorities from the National System of Prevention, Mitigation and Attention to Disasters (SINAPRED) announced they are monitoring the volcano due to the presence of “unusual activity” in the past couple of days, although they say there’s no cause for alarm at the moment.
Angélica Muñoz, director of geophysics at the Institute of Territorial Studies (INETER), says authorities have noticed an increase in micro-seismic activity and an increase in gas emissions from the volcano’s Santiago Crater over the past week. She said authorities have also discovered a new fissure near the crater, which is emitting gases and ‘an unusual noise’ that sounds like ‘an airplane turbine,’ according to the Sandinista media.
The government’s media arm reports that President Daniel Ortega has ‘instructed’ Guillermo González, the head of SINAPRED, to intensify vigilance of the volcano. At the moment, however, González says there no type of emergency alert in place and the national park remains open.
‘We just want the population to be informed about the situation, which we are paying close attention to. But there is no alarm,’ González told Ortega’s journalists.
Masaya Volcano—Anastasio Somoza’s old dumping ground for political dissidents— is one of six active volcanoes under constant vigilance in Nicaragua. ‘Be Prepared’: Violent 24-Hour Storm To Batter Britain As England and Wales On Track For Wettest April In 250 Years
The Telegraph – “Widepread flooding, property damage and power cuts are expected as April’s fiercest storm delivers another month’s rain and 70mph winds from tomorrow – but the Environment Agency says the drought has got worse.
Homes and businesses in York city centre were flooded today, with other roads and farmland submerged as an inch of rain fell, with tornadoes also expected.
Trains were cancelled and delayed in West Yorkshire, while beach hut owners sobbed as their holiday bases in Seaton, Devon, were destroyed in gales.
The Environment Agency had 13 flood warnings and 42 alerts in place – with the north-east worst-hit – with 38 previous alerts making a total of 93 in 48 hours.
The month’s most powerful storm will batter the country for 24 hours from Saturday with the south and west worst hit as two inches’ rain – almost a month’s worth – and 70mph winds strike.
Flooding and fallen trees are forecast. Damaged properties, downed power lines, bridge closures and cancelled ferries are likely.
The Met Office is considering upgrading the severe weather alert for England and Wales to amber – meaning ‘be prepared’ – one level below the maximum red alert meaning ‘take action.’
The Environment Agency expects to issue dozens more flood warnings and alerts.
Independent forecasters Netweather predicted 70mph gusts in Wales.
Deluges mean England and Wales are on track for the wettest April since records began in 1766.” Read more.
Greece: Volcano Behind Atlantis Legend Reawakens, Land Near Volcano Swelling At An Accelerating Rate
By Charles Q. Choi, FOX News – “The volcano that may have given rise to the legend of Atlantis has awakened, researchers say.
The cataclysmic eruptions at the Greek isle of Santorini about 3,600 years ago that spewed forth about 9.5 to 14.3 cubic miles (40 to 60 cubic kilometers) of lava devastated the ancient seafaring Minoan civilization, potentially inspiring the legend of the lost city of Atlantis. From the air, the resulting caldera, or volcanic crater, appears as a small cluster within the larger collection of Greek islands in the Aegean Sea.
Over the next four millennia, the largely underwater caldera at Santorini has experienced a series of smaller eruptions, with five such outbursts in the past 600 years, ending most recently in 1950. After a 60-year lull, Santorini awakened in January 2011 with a swarm of tremors, each magnitude 3.2 or less, new GPS research has revealed.
Magma on the move
Investigators had installed a GPS monitoring system in the area in 2006. These sensors keep track of their location in space, and can thus shed light on when the Earth is moving.
The scientists found that by June 2011, the 22 GPS stations had been pushed 0.2 to 1.3 inches (5 to 32 millimeters) farther from the caldera than they had been just six months earlier. The researchers then improved the existing GPS stations and installed two more GPS stations, and data from September 2011 to January 2012 showed the land near the volcano was swelling at an accelerating rate …” Read more.
