By Sean Rayment – “At least 200 potential terrorists are actively planning suicide attacks while living freely in Britain, intelligence chiefs have warned ministers.

A senior intelligence source has revealed that the figure is a ‘conservative’ estimate of the threat facing the country from UK-based Islamist suicide bombers.

The would-be killers are among 2,000 extremists who the security services have said are based in Britain and actively planning terrorist activity of some kind.

The figures are contained within a secret government report on the ‘enduring terrorist threat’ facing the UK from al-Qaeda and affiliated organisations, The Sunday Telegraph has been told.

While the deaths of Osama bin Laden and Anwar al-Awlaki may have left al-Qaeda without a charismatic leader, both the Secret Intelligence Service, MI6, and the Security Service, MI5, believe the organisation remains as dangerous as ever.

The warning comes as Britain begins preparations for next year’s 2012 Olympic Games, which has been described by MI5 as the biggest security operation in the country’s history.

But senior sources believe that rather than targeting Olympic venues, where security will be extremely high, terrorists will be tempted to attack areas where crowds are likely to congregate such as train stations and public events.

If terrorists were to mount an attack in Britain of the kind seen in other countries, by packing a single explosive vest with hundreds of ball bearings then detonating it in a crowded enclosed area such as a station terminus at rush hour, they could kill up to 120 people according to one explosives expert.

The 200 British residents thought to be planning suicide attacks, either within the UK or overseas, represent one in 10 of the wider group of 2,000 terrorist plotters.” Read more.

Since Sir Mervyn cited the chaos of the inter-war years, it seems appropriate to quote Winston Churchill: ‘Want of foresight, unwillingness to act when action would be simple and effective, lack of clear thinking, confusions of counsel, until the emergency comes, until self-preservation strikes its jarring gong – these are the features that constitute the endless repetition of history.’

We are at just such a moment again. Little more than two years ago, global leaders were happily congratulating themselves on having avoided the mistakes of the 1930s, thereby averting a depression. But now it appears that the difficulties of 2008 were but a foretaste of what was to come. With the European banking system again on the verge of collapse, there is a sense that politicians and economists are out of options, that governments and central banks are powerless before events. Report: Food Crisis Grips North Korea

“HAEJU, North Korea – In a pediatric hospital in North Korea’s most productive farming province, children lay two to a bed. All showed signs of severe malnutrition: skin infections, patchy hair, listless apathy.

‘Their mothers have to bring them here on bicycles,’ said duty doctor Jang Kum Son in the Yellow Sea port city of Haeju. ‘We used to have an ambulance but it’s completely broken down. One mother travelled 72 kilometers . By the time they get here, it’s often too late.’

It’s also getting late for North Korea to get the massive amount of food aid it claims to need before the harsh winter sets in. The country’s dysfunctional food-distribution system, rising global commodities prices and sanctions imposed over Pyongyang’s nuclear and missile programs had contributed to what appears to be a hunger crisis in the North, even before devastating summer floods and typhoons compounded the emergency.

The regime’s appeals for massive food aid have gone mostly unanswered by a skeptical international community. Only 30 percent of a United Nations food aid target for North Korea has been met so far. The United States and South Korea, the two biggest donors before sanctions, have said they won’t resume aid until they are satisfied the military-led communist regime won’t divert the aid for its own uses and progress is made on disarmament talks.

South Korea also says the North is exaggerating the severity of its food crisis. Visiting scholars, tourists and charity workers have sent out conflicting views about it.

The U.N.’s Food and Agricultural Organization (FAO), for instance, said last month after visiting the North that ‘the damage was not so significant.’ Another U.N. body, the World Food Programme, which has a regular presence in the North, warned in March of growing hunger. The sharp divergence of views is one reason why the U.N.’s emergency relief coordinator will visit this month to assess the situation.” Read more.

“CANARY ISLANDS – An intensified sustained earthquake swarm is now taking place at the Canary Islands and it appears the magma is now on the move again bubbling closer to the surface and incinerating more rock in the process. Over the last 24 hours, we’ve seen the depths of the tremors rising up to within 11 km from a depth average of about 14.5 to 15 km. The number of seismic volcanic tremors has also doubled at El Hierro since Wednesday. On Wednesday, October 5, there were 79 recorded seismic events. On Thursday, there were 160 and on Friday, October 7th, there were 177.” Source.

Nevada: More Than 1,900 Birds Dead From Avian Botulism Near Stillwater, Starting to Get ‘Out of Control’

By Jeff DeLong – “Nearly 2,000 ducks and other birds are dead from avian botulism in one of Nevada’s more significant outbreaks of the disease.

Mallards, green-wing teals, redhead ducks and other birds including American avocets and white-faced ibis began dying at a private lake about 20 miles southwest of Stillwater National Wildlife Refuge on Aug. 30.

The number of bacteria-killed birds has been on a steady rise ever since and could make 2011 one of the 10 worst years for botulism outbreaks since state records started in 1949.

‘It’s starting to get a bit out of control,’ said Russell Woolstenhulme, a migratory game bird specialist with the Nevada Department of Wildlife.

The die-off is occurring at Six Man Club, a private hunting lake near Carson Lake south of Fallon. On Wednesday, crews working by air boat fished 398 dead birds out of the water and on Thursday, another 344, Woolstenhulme said. As of Friday, 1,942 birds have died.” Read more.

US: Listeria Outbreak Death Toll Rises to 21, More Illnesses Expected Through October

“Federal health authorities say a nationwide outbreak of listeria in Colorado cantaloupes is now responsible for 21 deaths and the number may continue to grow.

The Centers for Disease Control and Prevention on Friday reported new deaths in Indiana and New York. The CDC also confirmed a death in Wyoming that state officials reported last week. CDC said 109 people have been sickened in the outbreak — including the 21 dead — in 23 states from California to the East Coast.

The agency previously reported five deaths in Colorado, five in New Mexico, two in Texas, two in Kansas and one each in Maryland, Missouri, Nebraska and Oklahoma. CDC said it is also aware of one miscarriage associated with the outbreak.

The death toll in the cantaloupe outbreak is now tied with a 1998 outbreak of listeria in hot dogs and possibly deli meats made by Bil Mar Foods, a subsidiary of Sara Lee Corp. That outbreak was also linked to 21 deaths. The deadliest outbreak in the United States before that is believed to have been listeria in Mexican-style soft cheese in 1985, which was linked to 52 deaths.

CDC officials have said the symptoms of listeria can take up to two months to show up and that they expect more illnesses through October.” Read more.

Fitch Slices Spain and Italy Credit Ratings As EU Crisis Deepens, Moody’s Downgrades Nine Portuguese Banks

“The ratings agencies are at it again. We have noted that the PIIGS will continue to see downgrades and that is what we are seeing today. Fitch downgraded both Italy and Spain. Shares of iShares MSCI Italy Index (NYSE: EWI) are still up 0.4% at $12.58 on the day but shares were up around $12.80 earlier today. Shares of iShares MSCI Spain Index (NYSE: EWP) are down only $0.02 at $33.65 but shares were above $34.00 earlier this morning.

Italy was cut to ‘A+’ from ‘AA-‘ today noting that the crisis is a significant financial and economic shock for Italy. It also notes that Italy has been hesitant to respond and it has eroded confidence.

Spain was downgraded to ‘AA-‘ with a negative outlook due to risks of fiscal consolidation efforts. It noted that it could go down to the ‘A-‘ range if the FROB costs are more than expected.” Read more.

Moody’s Downgrades Nine Portuguese Banks – “Moody’s Investors Service downgraded its ratings on nine Portuguese banks on Friday, citing the increased asset risk linked to their holdings of Portuguese government debt and the sovereign downgrade of Portugal in July. The ratings agency downgraded by one or two notches the senior debt and deposit ratings of nine banks and the standalone ratings of six of them. In early trading, Portugal’s top listed bank Millennium fell 1.7 percent.” Read more.

Israel: IDF Simulates War Call-Up in Prepration for Possible Middle East War

In an unusual and rare step, The IDF’s General Staff alerted two reserve divisions as part of an emergency drill in army bases in central and northern Israel. The purpose of the exercise was to test the soldiers’ level of response and readiness for war.

On Wednesday evening, at 6 pm, reserve soldiers received a phone call ordering them to report to their units immediately. The drill ended on Thursday at 4 pm.

“The timing is more than a coincidence and is part of the army’s preparation for the upcoming days in light of changes in the region,” Head of the Operations Division’s Inspection Department, Col. Shlomi Fayer said. “The two divisions were duly found to be highly ready and capable.”

A check conducted by the Inspection Department revealed that 90% of the soldiers who were alerted reported for the drill. Commanders were on full attendance.” Read more.

Israel: High alert on Yom Kippur for fear of riots – “Security and rescue forces are on high alert ahead of Yom Kippur with reinforced deployment in sensitive areas. The Magen David Adom emergency services have raised their alert to the highest level, while police are gearing up for possible riots mainly in the north following the arson of a mosque in Tuba Zangaria. Riots are also feared in the Temple Mount compound in Jerusalem around Friday prayers. The IDF will impose full closure on the West Bank which will be lifted on Saturday at midnight. Passage will only be approved in medical, humanitarian and unusual cases and subject to the Civil Administration’s approval.” Read more.

UK: Moody’s Cuts Credit Ratings of 12 British Banks, IMF Advisor: We May Have a Meltdown Across European Banking System in 2 or 3 Weeks

“Moody’s on Friday downgraded its ratings for a dozen British banks, including state-owned Royal Bank of Scotland and Lloyds TSB, due to the removal of government financial support.

Moody’s said it chose to downgrade five large banks and seven small lenders as government action had ‘significantly reduced the predictability of support over the medium to long-term.’

The downgrades did not concern HSBC, Barclays or Standard Chartered banks, the agency said. But it added that it believed Britain’s government was in the current climate more likely to allow small lenders to fail if necessary.

The announcement comes as the European Union seeks swift recapitalisation of the region’s banks to avert the spreading across borders of the eurozone debt crisis.

Friday’s downgrades could result in banks facing higher rates of interest when looking to borrow money on markets, further hindering their attempts to return to better health.

Moody’s said it had downgraded Royal Bank of Scotland and Nationwide Building Society each by two notches to A2 from Aa3; Lloyds TSB Bank and Santander UK were cut by one grade to A1 from Aa3; the Co-Operative Bank was downgraded one level to A3 from A2.” Read more.

IMF Advisor: Could See Eurozone ‘Meltdown’ in 2 Or 3 Weeks – “In an interview on the BBC (via ZeroHedge), IMF advisor Robert Shapiro said some incredibly alarmist things. He tells broadcasters that if eurozone leaders don’t address the crisis properly we will see a meltdown as soon as later this month. In his words: ‘If they can not address [the financial crisis] in a credible way I believe within perhaps 2 to 3 weeks we will have a meltdown in sovereign debt which will produce a meltdown across the European banking system.'” Read more.

Australia: Sixteen Horses Die at Kooralbyn Property and Authorities Don’t Know Why

“A mystery illness has killed 16 quarter horses on a property west of the Gold Coast, and vets and Biosecurity Queensland are trying to pinpoint why so many healthy animals died so quickly.

With Hendra virus ruled out as the cause on Friday, scientists and local vets are leaning towards the possibility the animals may have fallen victim to some type of toxic weed.

Devastated owner Steve Hogno says his horses started dropping dead on Thursday.

Mr Hogno, who was working at a mine site in Western Australia, returned to his home at Kooralbyn near Beaudesert on Friday morning.

‘They appear to have died quickly. They just dropped, and that was that,’ he told AAP.

‘The Hendra tests have come back clear. That still leaves it a mystery as to what caused the problem, but at least it does put the local community’s mind to rest a little bit, knowing there’s not Hendra in the area.’

Autopsies have been performed on some of the dead quarter horses, but Dr David Ahern from Scenic Rim Veterinary Service says results won’t be known until Monday or Tuesday.

‘Samples of brain, lungs, spleen and other organs have been taken, and they have to be fixed in formalin for a few days before thin slices can be taken and examined under a microscope to see if an infectious disease or a toxin has killed the horses,’ he said.

Queensland’s chief vet Rick Symons said there was no sign of foul play and the RSPCA has ruled out neglect.

Locals noticed five dead and three sick fillies and mares, which were infested with ticks, in a paddock near Kooralbyn on Thursday.

The three sick horses were euthanased, but the death toll increased to 12 on Friday morning. By late afternoon four more had been put down, lifting the death toll to 16 with only nine surviving.” Read more.

“(NewsCore) – The first Iranian nuclear power station is inherently unsafe and will probably cause a ‘tragic disaster for humankind,’ according to a document apparently written by an Iranian whistleblower.

There is a ‘great likelihood’ that the Bushehr reactor could generate the next nuclear catastrophe after Chernobyl or Fukushima, says the document, which has been passed to The (London) Times by a reputable source and is attributed to a former member of the legal department of the Atomic Energy Organization of Iran.

It claims that Bushehr, which began operating last month after 35 years of intermittent construction, was built by ‘second-class engineers’ who bolted together Russian and German technologies from different eras; that it sits in one of the world’s most seismically active areas but could not withstand a major earthquake; and that it has ‘no serious training program’ for staff or a contingency plan for accidents.

The document’s authenticity cannot be confirmed, but nuclear experts see no reason to doubt it. It also echoes fears in the nuclear industry about the safety of a secretive project to which few outsiders have been granted access.

Iran is the only country with a nuclear power plant that has not joined the Convention on Nuclear Safety, which obliges signatories to observe international safety standards and share information.

Sami Alfaraj, head of the Kuwait Centre for Strategic Studies and an adviser to the Kuwaiti government, says an accident at Bushehr would be a ‘total calamity for the world,’ in which nuclear contamination would spew across a wide region.” Read more.
