By Uyo Salifu, allAfrica – “The victim lives in silence; either too scared of reprisal or too ashamed to talk. Her physical scars may heal but the emotional ones are deeply buried. Her family is torn; glad she survived the ordeal and desperate for justice, yet fearing victimisation by the perpetrators, the community and beyond. This is the portrait of an African who has endured a harrowing experience at the hands of men who rape in the name of religion. This is the portrait of an individual who has been the victim of sexual terrorism.

Some call it ‘rape jihad’, others opt for ‘sexual terrorism’ or ‘forced marriage’. Whatever one may choose to call it, when terrorism meets sexual violence it is two crimes too many. It is the use of sexual abuse to spread terror with the intention of controlling or manipulating the government or parts of a population. By intimidating and humiliating families, terrorists hope to exert influence over their targeted audience.

Sexual terrorism is often classified as being gendered in nature, due to the fact that the victims are chiefly girls or women. In sexual terrorism, the rape or assault is part of a broader objective: to spread terror or send a message, a motivation similar to that found in the use of suicide bombings. The perpetrators justify sexual terrorism by claiming that the Prophet Mohammed sanctioned the rape of both non-Muslims (infidels or kafirs) and Muslims who do not adhere strictly to Islam.

In August 2013, a young mother in Somalia was kidnapped and raped by members of the terrorist network Al-Shabaab for being a Christian. The terrorists contacted the victim’s husband, warning him to convert to Islam. Human Rights Watch has released similar reports on a spate of child kidnappings in Somalia.

The kidnapped children were trained to fight and used to protect the adult terrorists. According to the reports, the girls were forced to marry these ‘soldiers’ or face beheading, after which their heads would be sent back to their schools as a warning against insolence.

Jihadists in West Africa have acted in similar fashion. A 20-year-old girl was reportedly gang-raped by five men from the Islamist group Al Qaeda in the Islamic Maghreb (AQIM) in the city of Timbuktu. Her crime was failing to cover her head and face with a veil or hijab. This is one of many stories that have surfaced in Timbuktu and Gao in northern Mali.

In Nigeria, Boko Haram allegedly committed similar atrocities. According to reports, Boko Haram members in Borno State, northern Nigeria have repeatedly abducted women, forcefully married them, and infected them with sexually transmitted diseases.” Read more.

AsiaNews – “Saudi health authorities have decided to restrict the number of visas issued for hajj and umrah pilgrimages in 2013 in order to prevent the spread of the Middle East Respiratory Syndrome Coronavirus (MERS-CoV), a cousin of SARS. So far, the virus has killed 45 people (38 of them in the Islamic Kingdom).

The General Health Directorate (DGS), which runs the Health Ministry, issued a circular to this effect. In a statement posted on its website on Saturday, the Saudi health ministry urged people in certain categories not to perform hajj.

‘Elderly persons, pregnant women, children and people affected by chronic diseases, notably people with cardiac, diabetic or respiratory disease, kidney or immune-system deficiencies, will be unable to obtain a visa this year,’ the circular said.

However, the statement was unclear as to how restrictions would be implemented or what the age limits would be.

MERS-CoV is related to the Severe Acute Respiratory Syndrome (SARS), a virus in the coronavirus family that caused a pneumonia-like outbreak in Asia in 2003.

The World Health Organisation has not recommended any MERS-CoV-related travel restrictions, but noted that countries should monitor unusual respiratory infection patterns.

This and the recent outbreak on its territory have prompted Saudi Arabia to restrict hajj.

The latter is the fifth pillar of Islam. Making the great pilgrimage to Makkah is one of the duties every able-bodied Muslim should perform at least once in his or her lifetime if they can afford it.” Read more.

Flashback: Tunisian Man Visiting Saudi Arabia Dies From New Coronavirus, Health Experts Worry Annual Hajj Could Lead To Global Outbreak – “A 66-year-old Tunisian man has died from the new coronavirus following a visit to Saudi Arabia and two of his adult children were infected with it, the Tunisian Health Ministry reported. His sons were treated and have since recovered but the rest of the family remains under medical observation, the ministry said in a statement Monday. The World Health Organization confirmed the cases of the children, but said one of them was a daughter who was with her father for part of the trip to Saudi Arabia and Qatar. There was no immediate way to reconcile the differing reports. The cases are the first for Tunisia and indicate that the virus is slowly trickling out of Saudi Arabia, where more than 30 coronavirus cases have been reported.” Read more.

By Noorwali Shah, The Express Tribune – “PESHAWAR: Bans by Taliban leaders and a lack of access to certain areas have made it near impossible to make the country polio-free, especially in an absence of a top-down strategy.

Information shared with The Express Tribune reflects 17 of 20 or 85% of polio cases reported across the country were due to the above-mentioned reasons, especially in Khyber-Pakhtunkhwa (K-P) and the Federally Administered Tribal Areas (Fata).

Most of these reasons are interrelated. Between conspiracies about foreign interests aiming to sterilise men to the Taliban conditioning the lifting of the ban with the end of drone strikes, areas become riskier for polio teams and parents become more difficult to convince.

The targeted attacks on polio teams in different parts of the country especially K-P has hampered the polio drive. ‘If you go out, they (terrorists) target you, if you miss children, the virus targets you; it’s simply a catch-22 situation for the polio programme in the province,’ stated an official of the polio programme, adding that the absence of awareness campaigns was adding to the severity of the problem.

The government on the other hand has been very lax in coming up with a strategy which identifies polio as a serious national problem – a pandemic waiting to happen. After the unabated assaults on workers, whatever plans are made by the government are kept secretive.

One of the lesser-known facts of polio campaigns is the paltry sum paid to the workers who take on high-risk jobs with a known mortality rate. Most are vaccinators receiving only Rs500 per day during the campaign…

Famous cricketer Shahid Afridi was declared a ‘Polio Champion’ in a bid to convince parents to give their children a vaccine that prevents them from contracting life-long paralysis. However, the campaign did not run in K-P and Fata for reasons best understood by the authorities.

‘We had the services of Afridi on a voluntarily basis and recorded all desired messages to help eradicate polio from the country. Taking the campaign to the public is the responsibility of the district government – we just provide the messages,’ UNICEF spokesperson Azmat Abbas told The Express Tribune.

He added a meeting was recently held in Islamabad which was attended by Maulana Tayyab from Swabi and Maulana Samiul Haq of the Darul Uloom Haqqania. The two men suggested there should be committees comprising ulema on district and provincial levels to help remove baseless propaganda against polio vaccinations.

On Saturday, 12-month-old Uzair Muhammad was reported to have contracted polio in Peshawar, the first case in six years. The virus has been reportedly found in the sewerage water in the city, and despite warnings by the World Health Organisation (WHO) of the risks, the government has yet to take any action.” Read more.
